Experience has shown that actions taken during the initial stages of the project are far more important than at any subsequent point.  Therefore particular care should be exercised during FEED (FEL 1, 2, &3) to fully develop the project scope (SOW), carefully formulate the execution plan, and assemble the most capable project team (including the involvement of plant operations) - who, what and how.  Carefully following prescribed procedures during this stage can result in the greatest return for time and money expended.
